the German Chancellor  quoted Churchill during her visit to London earlier this 
week :

“Standstill may quickly turn into setback. Or to use a famous quotation of 
Winston Churchill, ‘To be perfect is  to change often’.”

Is that an attested* or an apocryphal quotation?

I suppose one can count on the German Foreign Ministry to have checked 
beforehand, but one never knows . . .
