Samuel,
Have you contacted the staff at the Churchill Archives Centre or at Chartwell?
Those would be the most likely places to have such an object.

Hi folks I am looking for an object I would really love to see, The Victory
Torch. In June 1941, during a Canadian Victory BondsCampaign, a Victory Torch
was carried from western Canada to Québec city, eastern Canada, and then put on
display in this city. This torch was then given to Churchill, at 10 Downing
Street, in July 1941, but seems to have disapeared today. Any clue where this
object could be? I would really like to see that.  truly yours, Samuel
Venière--
