Regular user-mode samba provides a "map read only" setting, which by default maps the Windows "read-only" setting to UNIX attribs. (Similarly, there's a "delete readonly" feature to give users a way to delete read-only files.)
What I'm seeing on the CIFS implementation is that this mapping appears to be OFF by default, and I can't find a way to change it. The effect is that a user who owns a 0400 file cannot make it 0600 or delete it. It is stuck as read-only forever.
