Thanks for the tip. How odd, the Mac is just sitting there, not sending any packets for a whole five seconds.
Now in my testing mode, I'm accessing the CIFS server via a local switch with its hostname, which is listed in /etc/hosts on the Mac. Same thing happens if I type the CIFS' IP address. For our real server, accessing the FQDN is immediate, but if I give it its real world IP address, it does the same five second sit there and do nothing dance.
