The blocks must be sent sequentially in order, from the upstream partner to the 
downstream partner. The first block contains the staging header and the first 
part of the staging file data. A later block must not be processed unless the 
previous block has been downloaded successfully, as specified in Section 
3.3.4.4.8.
This is well documented in Sections 3.3.4.4.8, and 3.3.4.4.6.1. Section 
2.2.3.10 also provides details that the file data must be processed in chunks 
of 64KB blocks.
