You can use subversion. It was discussed already a couple of times and 
multiple workarounds have been posted. I like this one:

svn co svn://hal.cs.berkeley.edu/home/svn/projects/trunk/cil
        -> CTRL-C on password request
cd cil
svn propset svn:externals 'ocamlutil 
svn://hal.cs.berkeley.edu/home/svn/projects/trunk/ocamlutil/' .
svn up
