Douglas:
Did you add the repository for cin? You can do this via:
System->Software Sources->Additional Repositories->Add a new repository
at that point enter this line:
deb [trusted=yes] https://cinelerra-gg.org/download/pkgs/mint19 bionic
main
Now run the following 2 command lines from a window:
apt update
apt install cin
