Checked the tarball. Language settings are placed in the menu exactly at the spot you would look for them. They work perfect on my system.

For the finished version I would suggest calling it simply "language" instead of "locale", so that everybody who randomly flips through the menus will instantly know, what you mean by this.

Language settings has now been added and checked into GIT.  A Mint20 static tar for testing is available at:

It is easy to use the pulldown Settings->Preferences, Appearance tab in the left hand corner "Locale".  The default is "sys" and if you still want to use the LANGUAGE environment variable, it must be set to that.  But in your case, it sounds like you want to set it to "eng" and that will be saved in your Configuration and used each time you start up CinGG.  If problems or you want a small change, please provide feedback.
