./configure --with-single-user --disable-static-build
--without-thirdparty --without-libdpx
you might move just-build cingg+plugins in "bin"
directory somewhere away in case you will want to make
more tests with it, then run "make clean" configure
line as above, make, make install

my bad! try to install liba52-devel and liba52-devel
libtwolame-develand may be twolame-devel too.
Installed liba52-devel and libtwolame-devel, did't find any
available mjpegtools-devel (had mjegtools installed), didn't
install mjpegtools-debuginfo and -debugsource)

alternatively you can look with "ls" into /usr/include, may be current
ffmpeg includes live there under ffmpeg7 directory?

of course you need ffmpeg(7?)-devel package installed
