If you paste something, while the In/Out points ([/]) are set, then the space between In/Out points is overwritten. As after Cut the In/Out points are not automatically cleared, they stay somewhere, which leads to overwriting unpredictable contents. This behaviour is rarely desirable. Therefore, I personally always try to take care first to clear all the In/Out points, then paste, without overwriting, only then cut what is definitely not needed anymore.
I reason I ask is lower thirds, titles, which I usually do totally out of sequence. With some animations it is just stupid that everything moves.
