Actually, I did some more digging:

The "rle " codec could be it.. The link's broken, but searching for
"qtrle" on google (http://www.google.com.au/search?q=qtrle) shows some
source code that could be used to decode the file. It also seems that
ffmpeg already has the decoder built in! If you have could generate
some sample footage, (as small as possible (probably about 30 frames)
since the "Animation codec" seems like it is to be almost raw) Then
could you place it somewhere on the web for a reference sample that
cinelerra should one day handle, (if it currently doesn't).

I've rebuilt cinelerra from SVN (revision 727) and the raw DV audio
rendering in very bad. The audio is undecipherable. I've not this
problem with svn revision 726.
I've just loaded a raw DV file without adding any effect.
