Go to Preferences ("Recording", section "Images"), you can set the default
duration of a picture there (if you are using the community version). Then
you can grab the out point of the edit and modify its length.

Fire up a second instance of cinelerra like this:
cinelerra *.png
Then use copy and paste to move pictures tracks between the two instances
(together with the Shift-Tab shortcut to arm just a single track). This way
you don't need to paste silence to move a track away from the beginning of
the track. You also need "Cut and Paste editing mode" as opposed to "Drag and
Drop editing mode" (these are buttons on the toolbar).
