If
we add say, still and effects, in front of material from DV and then
render, will cinelerra "do the right thing" with interlacing?
That is, will the effects be interlaced and put in the proper frame,
frame order, etc?

Most consumer DVD players deinterlace during pause and
"trick playback". You should do as little processing as possible,
including leaving the video interlaced. By deinterlacing now, you also
eliminate the possibility using a better deinterlacing algorithm in the
future.
