I think it has to do with the idea that the playback head is positioned on
a sample rather than on a frame.  When you say "move ahead one frame", you
aren't actually moving to the next frame; you are moving ahead an amount
of time equal to the length of one frame, and seeing what happens during
that time.  When you change direction, you end up replaying the same frame
twice.  I imagine the original developer of Cinelerra thought that was
more logical.  Now, we generally edit with "align playback head to frames"
turned on, and in that environment, this behaviour sure is confusing.

Before trying to change it, I think we should try to figure out how other
editors handle this issue.  I'm not sure it's trivial to know exactly what
the "right" behaviour is.

I've changed the title of this message because I'm pretty sure the "masks
moving" issue was actually about "Edit keyframes while tweaking" being
turned off, not this.
