Disarm all audio tracks. To arm a single (e.g video) track, just hit Shift-Tab while the mouse is over the track. Then paste or drag the media to the timeline. Just place the two video tracks above each other. Turn on "Generate keyframes while tweaking" (a toolbar button). Turn on Mute keyframes. Mute the upper track to have the lower track displayed. You do this by clicking the blue Mute line (*) and dragging the handle up.
