I know the problem, and it drove me nuts, but:

If you hover the house over the scroll bar and roll the mouse wheel, it
moves the scroll bar even though you can't see/click the widget.

Changing the resolution of the timeline (under the scroll bar on the
left) makes the problem go away.  The default resolution shows only a
few seconds per whole page, I set mine to 0:00:35.
