you can shift the wav-file in time, (zoom right in, and get the waveforms to match by inserting space into either track.

Once it's in sync, then you'll need to work out the ratio of the sampling rates and get them to match... If in one recording the a second event, (say 40 minutes into the recording) occurs at 40:20 minutes, and 40:40 in the other channel, then you'll need to adjust make the ratios of the sample rates (40*60+20)/(40*60+40) ..
(if they are the same).

I've had issues with cinelerra' resampler at times, so you may need to use sox to do a better quality version..
