Without really knowing recent Cinelerras nor LADSPA: Maybe that's a PATH issue or has something to do with another environment variable? Most system's don't source the user environment profile (/etc/profile and ~/.profile) before starting X and the desktop. The shell however does (and some additional, shell specific files like ~/.bashrc for bash) before presenting the login prompt, so in a terminal window there will be a lot of additional environment variables defined. Type "set | less" to look for a LADSPA specific variable.
