This is micromanagement. All you need is simple rule - if align cursor on track is set when putting assets to tracks, they are always 'rounded' to frame boundaries. if it is not set, user has a lot of ways to have full control of what is happening - and then it is user's decision what to do about it. btw: loading strategies are already confusing enough... especially having load resources on and then trying to load last project. users go beserk when they believe they lost all their work.
