It seems to be so, but nowadays it is a must, due to HDV.
I think than at present even on 8x opteron cin cannot edit
HDV mpeg2 due to naive implementation. As you said, there
must be a couple of tweaks. If you jump from A|B and you have to
decode (in worst case) 5-8 frames, then you need system capable
of 5-8x25fps ;-) Just naive calculation, but it is what cinelerra does
now. Transitions seem to be no problem with OpenGL, but
for transition you need a system capable of 2xHDV playback.
Equivalently - it would be enough to bg-render - for each cut
only its GOP-surrounding with bg-rendering (not damn whole clip!).
It could be really easy to implement - i think, since the whole
bg-redering system is already there - one has to use it with
some sense.
BTW - does ANYBODY used with success bg-rendering in cinelerra?
I found it working, but useless. Due to whole project rerendering
after each change.
Also Funny observation is - mplayer need 20-30% of 1CPU for HDV
stream - thus i think there are reserves even in my 805D system.
