IMO, HV thinks the LICENCE file is sufficient. I think releasing such a
massive work under the GPL licence is really great.
As regards to the reference to the GPL in each file, I think it would
indeed allow Cinelerra to be included in the official repositories of
main distributions.
However, that's a task which isn't very interesting. I think that's why
HV doesn't do it... but work on more complex stuff. ;-)
