I've committed a combination of your changes and some additions I made for the
spec file, I consider that portion of this bug fixed.
I'm willing to commit a portion of your GLOBAL_PLUGIN_DIR if Hannes agrees.
The first line should not be uncommmented, as it appears to refer to a entry in
the Preferences | Performance dialog that we may have had but removed. The
rest of that patch looks ok. It looks to me like it will just override the
plugins directory as you wanted.
