I did some tests now:

-> cinelerra DOES use more than 4 digits.

-> if you enter more than 4 digits they won't be displayed the next time you
call the resample plugin, it is simply cut down to 4 digits

-> although they aren't DISPLAYED anymore, they are still present, so the real
behaviour of resample might differ from the displayed one:
for example:
1. resample with "1.0001"
2. resample with "1.00014"
this gives two different results, as desired, but:
3. resample again, it displays "1.0001" now, but the result is the one with the
value "1.00014". This can lead to confusion, perhaps it should be fixed.
