In KDE right click the icon then choose Properties->Application to see what will happen when you click the icon. The line Command shows the command to be executed; it is the equivalent of a shell line. Entering LANG=it_IT.UTF8 cinelerra here should cause Cinelerra to start in Italian. I don't have the Italian locale on my system, so I can't really test this.
