Best possible: render the movie to something like YUV/RGB. Then take
ffmpeg with target to pal-dvd. The problem that you cannot take an
infinite bitrate because 1) dvds aren't that fast 2) not every platform
is able to decode high bitrate mpeg2. Use two-pass encoding.

Looking if your material is from an interlaced source can make some
differences too!
