Hi Aron, I don't think Cinelerra would do a good job as a real-time video mixer. Its strength lies in the compositing and arranging of videos. But by far not in real-time.
What you're looking for is a video mixer along the lines of FreeJ. (http://freej.dyne.org/) I never used it myself but I'm quite sure it could do the job for you quite well.
