I have Texlive already installed (texlive-latex-base too).
The source is a texinfo file.
To convert it to PDF I do:
$ cd hvirtual/doc
$ texi2dvi --pdf cinelerra_cv_manual_en.texi
(no 3rd party scripts) ;-)

I'm quite surprised in discovering I'm not the only one who can't build
the manuals.
