Soundstretch gives by far the best quality in my experience for lowering frequency while keeping the same timing. It is a command line tool. You would separate your audio out, soundstretch it, then bring it back in.

Basically this is a filter operation. If you invent the filter then it
is just a operation on a sample, and it can be done with any tool you want.

In praat you can say you want to filter certain frequencies even with an
'if statement'. Just use your imagination.
