I can reproduce this bug quite easily.

Just:
Use default RGBA colour model
Fill 2 video tracks with any medium.
Disable gang faders.
Make sure the insertion point is inside an edit in both tracks. 
Fade to 0 the second track of the stack.
Slowly move the fade slider of the first track from 100 to 0.

In the Compositor the medium of the second track gradually appears (despite the
fade at 0) reaching a maximum opacity of ~50 when the slider of the first track
is at 50 and going back to no opacity at all when the slider is at 0.

Changing playback video driver doesn't make any difference.

This improper change of opacity is present also in the rendered file.

In the EDL the description of the second track does not change with the
changing of opacity in the first track.

This bug seems related to bug 437
