Yes,
I tried opening the render windows mark "render project" , save and close the
project. Also with projects where there are no "in out" points.

I am still getting only parts rendered, I am not sure how its decided what is
rendered.

I can't see any button on the batch rendering window. Just to be sure I saved a
screenshot at (you can also see the render time):

Any ideas? does the feature work for anyone else?
