You can do that using the projector.
- Put the two videos on separate tracks.
- Resize each track to the new dimensions
Right click on the track and select "Resize track" from the popup
menu. Enter the new values so to fit the face of the actresses.
- Zoom in/out as needed and move to right/left with the projector.
You can enable the compositor projector (affecting the first armed
track) with the 5th button on the buttons column on the left.
Shift-drag the image to zoom in/out.
Drag to move around.
You can also use the projector dialog (last-but-one button of the
column, shaped like a question mark). It's easy to justify
left/right using the "flag" buttons at the bottom of the dialog.
