For making a DVD you can consider MPEG-PS (A+V) files from Avidemux and VOB files from DVD as equivalent. You can use DeVeDe but make sure you check the option "This file is already a DVD/xCD-suitable MPEG-PS file". This is a special option you can find hidden among the Advanced Options of the File Properties Window you open when adding files to the titles. As for size, I don't think you have possibilities of reducing it if what you want is a standard DVD-Video. Ciao!
