I had this problem. I had to transcode with mencoder to MJPEG before
importing into Cinelerra.
This sort of question is asked many times. (including myself)
I think the developers would save everyone alot of hassle if they put a
warning on 80% of the streams and said "transcode to our favorites - for
a better experience." And give a list.

I recently attempted to load the file:

After getting working around Bug 456, I managed to open the ogg file
into
cinelerra and somewhat play, but when cinelerra tried to seek to certain
frames, (either through its "drawing of the media", or when I
manually jump
around), got the error messages such as:
virtual int FileOGG::read_frame(VFrame*): Error while seeking to
keyframe,
wrong frame number (frame: X, keyframe: Y)
where X and Y are integers. And also, less regularly:
virtual int FileOGG::read_frame(VFrame*): Expecting a keyframe, but
didn't get
it
and when seeking near the end of the file:
int FileOGG::ogg_seek_to_keyframe(sync_window_t*, long in, int64_t*):
Cannont
find next page while seeking
