The top of the preferences window is hard against the top of the screen and it won't budge upwards offscreen. In any case, I now can apply preferences since I figured out how to hide the Gnome toolbars. But I still can't get to the bottom corner so I can't resize the window. However I do think not supporting 1280x800 screens (the most common laptop screen resolution by far) ought to be regarded as a bug.
