Hi ...
Do you have a forum where Cinelerra users can ask questions?
I noticed you have a mailing list, but this is kind of old technology,
particularly for support issues.
We have an IRC channel. That's just twenty years old, not thirty! :-P
I searched Google and could find no good, up to date forum -- everything
is old and not up tp date.
There have not been any big changes in Cinelerra the last couple of years.
Note: there is plenty of good FREE forum software on the web (SMF from
Simple Machines, or PhPBulletin)
Something based on Python would be more palatable than PHP.
I won't go into details about why, as it is out of scope for
most Cinelerra users and developers.
Can I ask a user question ....
Is there a way to fade-in and fade-out a video effect on a video track?

I could not see any way of doing this.
You use "keyframes" to animate/automate effects. The old "curves"
from Broadcast2000 would just control one parameter, which is fine
for single-control effects. Look for the "add keyframes while
tweaking" toggle icon.
Complex effects can have several faders or discrete inputs, like the
titler effect. You can fade from black to white, but there is no
well-defined continuum between "to be or not to be" and "that is the
question".
Some operations still have curves on the timeline, though:
