You would have to "upsample" the video to 50 _frames_ per second,
e.g. using "fields to frames" before you apply the translation.
Then reduce the line-doubled progressive 50Hz video back to 50i
again.  Cumbersome and lossy, I know.

Re-reading your usecase I can see that you don't need the upsampling
step.  Just start out with a 50fps project.  If you need to include
50i video, that video has to be upsampled to 50p, though.
