Actually, there is no team behind Cinelerra.
Cinelerra is developed by Heroine Virtual

Unlike most large Free Open Source projects the development is not open
to distributed collaboration.
The community created a place for collaborative development, sharing
ideas and personal code.

Thus, unfortunately there is no chief or a designer in charge that can
make use of your design ideas.
If you think you can and want improve the design/interface yourself we
would be very happy.
As Einar suggested you have to find your way in the code and start
coding by yourself.
As Einar and Vale suggested you can work staying in contact with the
community, using this mailing list and the IRC chanel to share ideas.

We are having monthly meetings on IRC, the first Sunday of the month at
