But why would anyone want to download ppa files from a Windows PC anyway?

Ahh, so you can get them onto a disk and then into your computer?

Well, I think the syntax is   ppa:someplace, -- so it's not real
URL's. You'd have to look at the name, and find that in launchpad. If
you're so advanced that you want to download deb files from another
computer than the one you're sitting at, I guess you're advanced
enough to actually find where the deb files reside :-)
