Hi Eugene, I'm not sure I understand your question exactly but as have experience Cinelerra does not behave like other none linear editors, there is no cutting tool that slice the clip in two. Instead I select a length of the track, even just a keyframe, mute it with 'm' and use the button of the wheel of the mouse to drag the clip back to the start of the selected track.
