This stricly depends on your peculiar model of smartphone.
Normally, I use Handbrake and I find some working settings.
Just render Cinelerra in a lossless format (Quicktime for Linux, Jpeg
motion), then convert the file with Handbrake, you'll probably find a
setting for your smartphone.
Or, you can Google trying "Handbrake" + your smartphone model.
I don't really know the ffmpeg settings, because they are quite
complicated when you talk about h264.
