once every blue moon.  It's fraud, and in a perfect world those spammers would
be put behind bars. >:-(

Luckily this spammer was lazy or greedy (or both) and did not bother
putting the mailing list's address in the To: header.  That has a high
spammyness factor, hence the bounce.

Brace yourself for more grief; your e-mail address has been scooped
up by some crooks, and may be re-used on a random(ish) basis.
