No, LAN cards do not support QinQ, as in "encapsulation dot1q X second-dot1q Y". Sup720/RSP720 does not support L2TPv3 (not in hardware at least = don't do it), so with them you're stuck with MPLS. You can add e.g. a SIP-400 and get L2TPv4 though, but then we're talking more $/£/€/¥.
