Thanks for talking a look Oli, in this case I didn't use any match
criteria in one test and it still failed , I removed and re-created the
vrf and export map and it still failed, also this bug does not have an
12.2SB fix , only SRC .

but lists the affected release as affected (so the rogue code is
present?) but has no first-fixed-in for SB or SRC :(
It was therefore a gamble to take to upgrade test PE to latest 12.2SB
but seems to have paid off.
Allthough I'm happy that is is fixed, would like to be sure that this
is the bug since I need to re-review all 12.2(28)SB boxes in the
network.
The changes for CSCse26921 have not been integrated in 12.2(31)SB12, and
they only affect "route-target export .." command changes. I can't tell
which DDTS fixed the problem you're seeing (pretty busy right now), but
I saw that there are still some open DDTS when it comes to BGP not
picking up changes within the export/import map itself (for example
CSCsi53802).
