Correct. It's a trade off though, limiting certain other features on the box, e.g. ACLs and QoS. Even without extended match (which is needed for VRF Lite) and using the "routing" template, you're limited to 24K Unicast Routes according to the documentation. Changing the SDM template requires a reload by the way.
