Make sure u dont have no service dhcp in your config.

is default. Do you have "no service dhcp" defined maybe?

Ahh the penny finally drops, thanks. Yes the router had "no service DHCP" set. I had wrongly thought that this command was for the DHCP server feature on the router, I didn't realise it was for the relaying side too.
