take a look at Opsview (www.opsview.org)
It is basically nagios with heavily patched NDO and Java frontend.
It does support basic SNMP Traps processing.
OpenNMS might also do what you need.

There in eventconf.xml you can write up the details on how you'd like to
trap things and convert them into something more user friendly.
