Did you configure on the Juniper side too ?? [mpls ldp sync] 
Are you running OSPF as IGP and which release on GSR ? 

Try changing the holddown timer to see if it makes a change.

I'm in middle of a issue , request your help in this

issue -

We have a GSR 12416 connected to JUNIPER router.
We are running OSPF between them.
OSPF neighbourship comes up :) ....
BUT now when I enable under ospf "mpls ldp sync" --- ospf neighbourship
goes
down and doesn't comes up. Request your help in this.
