There are a lot of factors that can influence your max download speed.
Instead of messing with TCP window parameters for a >200ms distance, i would prefer to open multiple connections for a small timeframe. After all, i'm not going to download hundreds of images. I just need max speed for a few minutes...from anywhere.

If that improves speed, either your network or your network stack is
broken, or you're simply grabbing extra bandwidth to the detriment of
others on the same network. In the last case the network administrators
ought to use a more fair queueing algorithm.

Either way, it would seem silly for Cisco to support such a thing.
