It's complicated, but seemingly the 6500 won't VACL-capture IPv6 traffic which it's also routing. It could be a bug, but as I say we've had other problems with VACL capture (e.g. it just stopped working one day with no config changes, then started back up a week later with no explanation) so we're keen to move away from it.
