We use a VAM2 (no "+") in an NPE-G1 12.4(24c)M, and it uses ~5% CPU when
doing ~20 Mbps and ~2 kpps.

AFAIK the VAM should do the encryption, so the CPU load would be from
GRE and maybe fragmentation.

Could it be fragmentation? Do you MSS-clamp the tunnels? Does "show ip
traffic" show many/any fragmentation?
